Bugbot (commit 5aa67b5, Low): the module comment said the Windows helper is not
selected by SandboxManager, but it now is (process containment). Update the
header to state it IS selected, marked non-enforcing with a surfaced warning, and
that hard-floor contexts fail closed rather than run unenforced under it.
