refactor(desktop): sweep remaining surfaces onto semantic tokens

Adopt the shared border/fill/type utilities across settings, research,
tasks, workflow, canvas, preview, and toast surfaces, convert the last
space-y layouts and arbitrary radii, and add an app-divide-subtle
utility for divide-y lists. The token-compliance semantic-text gate now
covers all of src/ui (with a placeholder: exemption) instead of a
migrated-file list.
