Ships with the app (scripts/build_cowork_server_binary.ts already copies
`skills` into the packaged binary) and is feature-gated like `task` and
`memories`: discoverable only while the flag is on, and hidden from the
user-facing catalog because it is agent-facing infrastructure owned by the
feature rather than a skill a user should disable independently.

Covers the parts of authoring that are easy to get wrong: preferring pipeline
over parallel and what actually justifies a barrier, adversarial verification
that asks judges to refute rather than confirm, and loop-until-dry deduping
against everything seen rather than everything confirmed — otherwise rejected
items reappear each round and it never converges.
