a20c23fRegistered alongside the agent-management tools, since a workflow orchestrates child agents and needs the same AgentControl tier. Withheld from task sessions and path-scoped roots. Reaching that tier only rules out child agents and non-session turns — task sessions do carry agentControl (createTaskReviewTool requires both), and a scoped root should not be able to spawn unscoped children through a script. Compile failures come back as a value rather than a thrown error, so the model repairs the script in-context at zero spend instead of burning a turn. The authoring contract ships as a TS constant rather than a prompts/ file: createTools is synchronous and defineTool takes a plain string, so there is no point in the factory where a file could be awaited.
