Phase 4 of the Bun-native migration. Whole-file text/JSON reads on agent hot
paths move to Bun.file().text()/.arrayBuffer() and the edit tool writes with
Bun.write: edit/read tools, prompt templates and sub-agent prompts, skill
catalog and skill bodies, config layers, session snapshots, memory store,
MCP credential store, and the CLI state store. Atomic tmp+rename writes,
chmod hardening, streaming reads, and fs.watch usage deliberately stay on
node:fs.
