Renders live runs in the context sidebar above Subagents: phases in meta.phases
declaration order rather than the order their first agent happened to start,
per-agent state, cached markers on replayed calls, run cost, and recent log
lines.

`workflow_progress` is suppressed from the transcript feed — each emission is a
full snapshot, so replaying them into the feed would stack duplicates — but it
is still persisted, so the panel is rebuilt on rehydrate by keeping the last
event per runId. Without that a mid-run reload would show an empty panel while
the run was live and spending.
