The plugin/skill catalog and its store mutations resolved their target
via the project-only workspace resolver, so chat-only users saw a dead
"Pick a workspace" state and marketplace installs silently no-oped. A
shared management resolver now falls back to the selected (or any)
workspace, project-scoped install/import targets hide for chat anchors,
and skill/plugin install failures render as dismissible banners instead
of vanishing into a swallowed promise rejection. Also restores the real
addWorkspace store action leaked by a settings-nav test, which broke
workspace-startup tests in full-suite runs.
