The portaled PopoverContent's keydown re-bubbles through the React tree
into the cite wrapper's handler, so one arrow press stepped the source
index twice: a no-op with 2 grouped sources, a skip with 3+. The cite
handler now ignores events the content already handled (defaultPrevented).
The behavioral test dispatches a bubbling ArrowRight from inside the
popover and asserts exactly one step; it fails against the unguarded
handler.
