Avoid constructing the source-only workspace launcher during packaged sidecar boot. Packaged desktop smoke enables the web desktop service for state and transcript routes, but the nested source launcher is only needed if a web desktop client explicitly starts another workspace server.

This prevents downloaded packaged Windows ARM64 artifacts from failing startup while resolving a repository root from resources/binaries/server.
