fix(desktop): paint settings chrome tint in a single layer on win32/linux

The settings sidebar and title band stacked up to three translucent
--surface-sidebar-pane layers (app-shell--settings + settings-shell +
titleband-fill), compounding the alpha so the strip right of the nav
read darker than the nav itself with a visible seam. app-shell--settings
and the titleband fill now stay transparent and .settings-shell owns the
single tint layer, so the whole sidebar/topbar L reads as one color —
matching the chat chrome.
