feat: reorganize tool access settings into tabbed catalog with search

Replaces the stacked Plugins/Marketplace/Skills/Connectors/Search mega-
list with a quiet tab bar (Plugins, Skills, Connectors, Marketplace,
flag-gated Apps, Search) showing per-tab counts and an adaptive search
input that filters the active catalog. Mutation-error banners render
under the tab bar so failures are visible from any tab, and only the
active category mounts. Adds quiet TabsList/TabsTrigger primitives.
