Exposes `workflowMaxConcurrentAgents` as a workspace default under a new
"Multi-agent limits" section on the Subagents settings page, completing the
harness-side plumbing from the previous commit.

Follows the `defaultToolOutputOverflowChars` chain end to end: WorkspaceRecord,
the renderer and bootstrap schemas, electron persistence normalization, the
record merge helpers, the session-defaults config patch, and the config_updated
round-trip that reflects the effective value back.

Clamped to [1, 16] at every layer that can receive an untrusted value — the
input, the persistence normalizer, the RPC schema and the harness resolver — so
a hand-edited state file cannot widen fan-out past AgentControl's per-parent cap.
