Removed active waitlist implementation entierly. /waitlist, admin approval api, waitlist db helper, waitlist config, approval script, package script, deploy env vars, middleware gating, schema table/type, and sign-up redirects. Added 0027 drop waitlist to drop the old table in existing db. Also tightened duplicated code by extracting shared issue/PR row UI into resource-list-row.tsx then resued it in the issue and PR list pages. Cleaned a few stale lint items in campfire, PR autopilot timeline, diff sidebar, campfire ref parsing, and utrbo env declarations. waitlist still appears only in historical drizzle migration/snapshot files plus the new drop migration.
