The rail carried two avatar triggers. Outside an organization route the
switcher fell back to the viewer's own avatar, so it rendered the same circle
as the user button 44px away, opening a different menu. The two also shared a
destination: the switcher's "Personal" and the user menu's profile row both
went to /:username.

Namespaces now live in the user menu as an "Organization" row showing the
current one, opening the full list to the side. A submenu rather than a flat
list keeps the root menu one row long however many organizations you belong
to. Which namespace you are in is read off the URL rather than session state,
so these are links, which is also why the switcher did not need chrome of its
own.

organization-menu.tsx is left in place but is now unreferenced.
