Every import entry point opened the same dialog and made the viewer find
out from inside it whether GitHub was connected. They now resolve the link
state on click and go exactly one place: to GitHub when it needs
connecting, or to the repository picker when it does not. The menu stays
open while that resolves so the wait is visible on the item rather than the
menu vanishing into nothing.

The connect flow takes a callback URL instead of always returning to the
standalone import page, so a viewer who started in the modal resumes there.
The home sidebar picks up a connect nudge, gated on an account-row lookup
with no token read behind it.
