Hotfix

• WebView2 settings actually in the package now — yeah so I talked about this big WebView2 settings redesign and then... didn't put the WebView2 files in the installer or portable zip. The React settings UI and announcements page were sitting in the build output but the Inno Setup script and portable build script never included them. They're in there now. My bad.
• Privacy page crash fixed — there was a C#-style comment (// Telemetry card) in the XAML template for the Privacy & Data page. XAML doesn't do // comments. The parser threw when you navigated to that page. Fixed to <!-- Telemetry card -->.
• Startup NullReferenceException fixed — the debounce timer I added for InvalidateWindowSize was initialized after the constructor call that triggers it. Moved the timer initialization earlier so it's ready before the first collection change fires.
