Summary
In Windows 10, when using the classic volume icon in the system tray, rapidly reversing the scroll wheel direction causes a UI display bug in the tooltip. If you scroll up to increase the volume and immediately scroll down to decrease it (or vice versa), the tooltip will still show the volume increasing.
For example, when I scroll up on the tray icon to increase the volume to 40, and then immediately scroll down to decrease it to 38, the tooltip incorrectly displays the volume as 42.
Please note that this is purely a visual display bug; the actual system volume is still adjusted accurately.
