- designglobal.md DA: black shell, collapsible sidebar (248/64px),
  sage-violet atmospheric surface (CSS gradients + dot grain, WebGL
  Scanner removed), radius scale 14/18/24, single violet accent
- Replace WPF ProgressBar loading overlay with React shimmer skeleton
  mirroring final layout; WebView2 stays transparent (DefaultBackgroundColor
  0) so DWM acrylic shows through immediately
- Enable native acrylic via AccentPolicyLibrary on the web view host,
  tint follows system theme
- Dark-only sage glass theme, reduced-motion/reduced-transparency
  fallbacks per the DA checklist
