- AppSettings: TelemetryConsentChanged event fires when toggle changes
- ErrorReporter: subscribes to consent changes, re-inits Sentry immediately
- Opt-in: starts Sentry. Opt-out: disposes Sentry, stops all telemetry
- EU regions default to opt-out (existing behavior preserved)
