Harden settings lock biometric flow

Gate the Lock Settings toggle on biometric availability so settings cannot be locked on incapable devices. Fix PromptInfo crash when device credentials are not allowed, report auth failures through the error callback, and add toast feedback for failed/cancelled/error outcomes in MainActivity.
