scripts/run_tests.ts and test/build-desktop-resources.test.ts used raw
os.tmpdir(), tripping the platform-boundary ratchet and failing the CI
Tests job. Resolve both through scratchRoots() from src/platform per the
ratchet contract instead of expanding the baseline.
