Measure the merge base and current checkout with the installed Biome binary, correlate shifted and renamed functions, and publish new or increased hotspots as advisory annotations and an artifact. Invalid or incomplete measurements fail CI.

Disable hooks for temporary checkouts and remove worktree registrations even after partial checkout failure. Add strict typechecking and deterministic unit and real Git fixture coverage; full project gates pass.
