Remove the panel background and border from the settings back button so
it blends with the sidebar. Use the same subtle hover treatment as the
other nav items instead of a distinct back-button surface.
* fix(desktop): keep win32 sidebar toggle clickable behind titleband drag zone
The titleband drag zone covered the entire sidebar title band with
`-webkit-app-region: drag`, including the area where the topbar's
win32-left-rail toggle button sits. Chromium walks draggable regions in
DOM order and lets later `drag` regions overwrite earlier `no-drag`
regions, so the drag zone was overriding the button's `no-drag` and
Windows WM_NCHITTEST treated real OS clicks on the toggle icon as
window drags instead of button clicks.
Inset the drag zone past the collapsed left rail width so it cannot
re-cover the rail's button area, while still providing a draggable strip
across the empty space to the right.
