Mirror the desktop bundle (apps/desktop/src/styles/fonts.css) by
shipping the variable IBM Plex Sans + IBM Plex Mono Regular/Medium/
SemiBold/Bold TTFs with the mobile app and registering them through
expo-font's useFonts() in the root layout.

The fonts share OFL 1.1 licensing files with the desktop copies so the
license is available alongside the binary asset.

Until the fonts finish loading we render a neutral background view in
the current theme color so the splash transitions cleanly into the
themed UI.
