Bump package.json and apps/desktop/package.json from 1.2.8 to 1.2.9
and add a 1.2.9 CHANGELOG section covering user-configured marketplaces
(registry, management UI, detail dialog), the OAuth sign-in UX for
unauthenticated connectors, the Marketplace tab folded into
Skills/Plugins, and the marketplace registry path and Windows ARM64
release artifact fixes.
