ripgrep.ts 10->3 (dead .cmd/.bat candidate lists + platform checks removed,
resolution routed through exec.which/resolveSpawn); execFileCompat fixture
2->1. The ratchet floor now sits at the lower counts — regressions back up
are blocked.
