Set remoteAccess defaultEnabled to false in shared feature flag definitions.
Omit the Feature flags settings nav when updateState.packaged is true; normalize
settings page away from featureFlags in packaged mode and after updater state loads.
Shorten the mobile relay disabled message; fix IPC tests to opt in via env.
