Replace the packaged sidecar's compile-unsafe lazy module loads with import-safe session loaders, and extend the desktop release smoke to exercise a real packaged first turn.

Allow the packaged desktop smoke to accept any recognized terminal
turn/completed status so the release smoke validates packaged sidecar
health without depending on provider credentials.
