fix: keep telemetry status in sync with settings

Pass the current privacy telemetry settings through the desktop telemetry status IPC path so Settings resolves status against the visible switch state instead of stale persisted state.

Validate the new IPC payload and cover the product analytics refresh path after a settings toggle.
