bcc432dInstall the existing frozen mobile dependency graph before general CI tests that exercise the real Expo router and native UI boundaries. Reuse the Mobile job package-cache inputs, guard step ordering in parsed workflow tests, and document both installs for fresh checkouts. Validation: reproduce the missing SDK on clean Linux, then pass 63 tests across eight files after the locked install. Both new workflow regressions fail before the change and pass afterward. The full local runner passes 8,355 tests across 718 files with 27 existing skips; typechecks, Biome lint/check, docs checks, and independent review pass. Product code and lockfiles are unchanged.
