Run managed runtime setup and default global skill bootstrap concurrently, publish startup readiness through health/diagnostics, and hold turn/start, turn/steer, and command execution until readiness resolves.
Update session warmup to wait for readiness and add regression coverage for health, pending turn admission, command admission, deterministic provider catalogs, and subprocess compatibility under the Bun test harness.
