Promote the recent user-facing changelog into the 1.1.3 section and bump package versions.

Lazy-load the mobile Expo config plugin dependency so root CI can import permission helpers without requiring mobile dependencies.

Verification: bun run docs:check; bun run typecheck; bun run check; bun test test/mobile.native-permissions.test.ts; bun test --max-concurrency 1; bun run test:stable -- --max-concurrency 1; apps/mobile expo export --platform ios.
