Include quality-gates in the desktop TypeScript project and fix the newly checked Playwright types, Electron path narrowing, browser window callback, and DOM attribute assignment. Keep reduced-motion and forced-colors emulation at the supported page API.

Validation: full 715-file test runner, canonical root/harness/desktop typechecks, Biome lint/check, docs checks, Linux functional journeys, and all four intentional quality-gate failure proofs pass.
