Use the existing buffered download helper for bundled Bun runtime archives instead of streaming the fetch response through Bun.write. The response-stream path hung locally while fetching the Windows ARM64 runtime archive, while the buffered helper completed immediately and keeps the old release workflow payload contract intact.
