refactor: extract BackupPage components, add session locking, and clean up backup handling

Extract BackupSidebar, BackupDetailView, and CheckpointDeltaView into
standalone components. Add per-session locking in WorkspaceBackupService
to prevent concurrent mutations. Make syncSessionBackupAvailability
required instead of optional. Fix sessionId reference in backup store
action, add maxEntries limit to delta snapshots, and DRY up test harness.
