Add .claude/settings.json and scripts/cloud_session_start.sh to run a SessionStart hook in Claude Code web sessions. The hook is a no-op locally and, in cloud sessions, installs project dependencies with bun using --frozen-lockfile (with a single retry without --frozen-lockfile on failure), sets NODE_EXTRA_CA_CERTS for proxy TLS, skips heavy postinstall downloads, and stamps node_modules with a hash of bun.lock so installs are skipped when already up-to-date. Failures are reported but do not block the session from starting.
