fix(desktop): apply reasoning-before-assistant repositioning for all turn types

Removed the rawBackedTurns guard from reasoningInsertBeforeAssistantAfterStreamReplay
so that late-arriving reasoning items are inserted before the assistant message item
for JSON-RPC (non-raw-backed) turns as well, not just raw-event-backed turns.
