Increase the JSON-RPC request wait budget for the Codex import flow test so slower CI runners do not trip the default 5s harness timeout while the route is still completing normally.

Add method/id context to shared JSON-RPC test harness timeout errors so future CI logs identify the stalled request instead of only reporting a generic message wait.
