Render a shimmering "Working" placeholder row in the chat feed from the
moment a turn is pending or running until the first reasoning, tool, or
assistant item lands, so the transcript no longer looks frozen between
send and first token. Decision logic lives in
shouldShowWorkingPlaceholder with unit coverage for busy, pending,
steer, log-line, and empty-feed cases.
