Remove the Windows ARM64 desktop package matrix entry and native ARM smoke job from the Desktop Release workflow so release publication depends only on supported macOS and Windows x64 package artifacts.

Update the workflow shape tests and desktop packaging docs to make the retired ARM64 release lane explicit while leaving the build scripts untouched.
