`buildServerEnv` forwards COWORK_ENABLE_TASKS when the desktop `tasks` flag is
on, but nothing forwarded the equivalent for `workflows`. The flag defaults off,
so the sidecar never saw it and `createWorkflowTool` always returned null: the
workflow tool was unreachable from the desktop app entirely.

Observed in practice — a session prompted to "use a workflow" instead hand-rolled
a fan-out with spawnAgent/waitForAgent, because the tool was absent from the tool
set.
