49b5c3bMake turn/start and turn/steer wait for the first real session outcome before replying so JSON-RPC callers do not get guessed success payloads while the session is still deciding whether to accept the request. Use the existing session-event capture helper to promote session_busy and steer_accepted into request results, convert session-level rejections into JSON-RPC errors, add focused server-flow regressions, and record the verification evidence in tasks/todo.md.
