Every `phase()` and `log()` call wrote a `tool> workflow {...}` line via
ctx.log. The desktop reverse-parses the `tool>` prefix into a tool card
(legacyToolLogs.ts), so a run with dozens of agents sprayed the main thread with
fake tool cards for work that belongs in the run panel.
Those lines were the M1 progress mechanism, added before workflow_progress and
the panel existed. The event now carries the same data, so they are pure
duplication. Genuine failures still reach ctx.log.
