feat(desktop): persistent settings shell with shared chrome context

- Add SettingsChromeContext for page header actions (refresh, backups, usage)
- Centralize titles/descriptions in SettingsShell; simplify nav styling
- Refactor settings pages to drop duplicate headers; special-case backup scroll
- Update backup page test for shell-owned title
