3a701e3win-sandbox-release.yml builds both MSVC targets (x86_64 + aarch64) on win-sandbox-v* tags, publishes one zip per target plus the generated prebuilt.lock.json, and prints the lock in the job summary for committing. desktop-release.yml checks prebuilt availability per Windows leg and skips the multi-GB Cargo cache restore on a hit. ci.yml gains an advisory-only lock freshness warning; windows-smoke keeps building the crate from source.
