Stop forwarding H3 notification acknowledgement bodies into the mobile JSON-RPC parser, return empty HTTP acks for notification/client-response RPC posts, and defer Skills refreshes until the active workspace cwd has hydrated after pairing. Adds focused regression coverage for the transport ack and workspace hydration race.
