Restore the Windows ARM64 desktop release matrix entry, latest-arm64.yml publication path, and arch-specific unpacked binary validation while keeping the native Windows ARM64 smoke job out of the release gate.

Update workflow coverage and release docs to make the intended contract explicit: build and publish ARM64 artifacts, but do not require the retired native ARM smoke lane.

Use globalThis.fetch as the default remote marketplace transport so Bun tests that mock the global fetch do not escape to network during catalog refresh verification.
