fix: align privacy telemetry trace status

Report AI trace Settings status from current consent and public Langfuse configuration so the badge follows the visible AI trace mode in public desktop builds.

Remove diagnostic upload and cloud sync controls/status rows from Privacy & Telemetry, refresh the page copy/docs, and cover the renderer and resolver behavior with tests.
