fix(ci): restore lint, tests, and Android build on CI

Resolve React module loading in bun-test-setup for hoisted installs,
dedupe split tool test imports, apply Biome formatting fixes, and migrate
mobile MainApplication to Expo SDK 55 ExpoReactHostFactory.
