The previous !bg-background approach failed because app-surface-overlay sets the background shorthand which overrides background-color regardless of !important. Add an app-surface-opaque utility class that uses --surface-window (fully opaque) on the background shorthand so it properly overrides the semi-transparent app-surface-overlay from DialogContent.
